In 2014, the Delaware Department of Natural Resources and Environmental Control adopted revised Sediment & Stormwater Regulations that rendered some project financially inviable. These controversial regulations were eventually overturned by the Delaware Supreme Court, but Sea Star Villagein Millville by the Sea was subject to these regulations. Axiom Engineering prepared an 1,100 acre hydrodynamic watershed study and proposed several environmentally sensitive and land efficient BMPs to satisfy the regulations and increase the project yield to 102 dwellings instead of the 97 dwellings indicated in the initial concept plan.
